Painting a room costs less up front. Wallpaper costs more to buy and hang, and it lasts longer, so over time the two even out. Cheap wallpaper is a false economy: it is thin and it damages easily.
Paint
Lower up front cost, endless colour, easy to change.
The flexible choice. Recoat in five years and the room is new again.
Wallpaper
Higher up front cost, longer life, pattern and texture paint cannot do.
Worth it on a feature wall or in a room you do not want to redecorate often.
Non woven wallpaper
Vinyl free, washable, breathable and durable.
Strips off dry in one sheet, which makes the next change far easier.
Colour with the floor
Wall colour chosen against the flooring, not in isolation.
Match the undertone or complement it deliberately. Floors, walls, furniture and lighting make one scheme.

Painting over existing wallpaper
Sand the seams first
Seams telegraph through paint if they are left proud.
Sanding them flat is quick and it is the difference between a flat wall and a visible grid.
Then an oil based primer
Prime the whole wall before any paint goes on.
It seals the wallpaper adhesive away from the moisture in the paint. Skip it and the glue loosens, which is what causes bubbling and peeling.
